به گزارش خبرنگار اقتصادی فارس،غلامرضا مصباحی‌مقدم در جلسه همایش تبیین جایگاه فراکسیون بازار سرمایه در مجلس نهم اظهار داشت: در حالی قانون جدید اوراق بهادار در مجلس هفتم به تصویب رسید که این قانون، سازمان ناظر و شرکتهای بورسی را از هم تفکیک کرد و قدم بسیار مهمی در فعالیت‌های بازار سرمایه ایجاد شد.

وی ادامه داد: این در حالی است که هر حرکتی در این راستا ممکن است در آغاز کامل نباشد و با کمبود مفادی هم روبرو شود،بنابراین به ابزارهای مالی برای توسعه بازار سرمایه نیاز است که خوشبختانه پیشنهادی از طرف بورس تهیه و بعد از تایید توسط وزارت اقتصاد در مجلس هشتم قانون توسعه ابزارها و بازارهای مالی تصویب شد.

وی ادامه داد: همچنین تعریف ابزارهای مالی جدید در کمیته فقهی سازمان بورس مورد بررسی قرار گرفت و براساس قانون اوراقی مانند معاملات آتی سکه و اوراق اجاره راه‌اندازی شد و بسیاری از ابزارهای دیگر هم آماده بهره‌برداری است.

اسماعیل‌مقدم در بخش دیگری ازاظهارات خود به لایحه بودجه 91 دولت اشاره کرد و گفت: روز یکشنبه پیشنهاد جدیدی در متن لایحه دولت مبنی بر  استفاده از اوراق خزانه اسلامی مطرح شد که قبلا در شورای فقهی بانک مرکزی کمیت و کیفیت و همچنین مشروعیت آن مورد بررسی واقع شده است. این اوراق از نظر شرعی تفاوت جدی با اوراق متعارف دارد و فقها هم نظر مساعدی نسبت به اوراق خزانه اسلامی دارند که در نهایت این اوراق به تصویب رسید.

وی با بیان اینکه  این اوراق ناشی از بدهی دولت به پیمانکاران و بخشهای دیگر است، خاطرنشان کرد: با انتشار اوراق خزانه اسلامی دولت از محل فروش آن خواهد توانست بدهی پیمانکاران را بدهد که چیز خوبی است.همچنین برای اولین بار این اوراق سیاستهای انقباضی ایجاد خواهد کرد، چرا که برخلاف اوراق مشارکت هدف آن ایجاد انبساط نیست و خواهد توانست بدهی واقعی را تبدیل کند.

به گفته وی در حالی اوراق متعارف موجب ایجاد بدهی جدید می‌شود که اوراق خزانه اسلامی در تنزیل بدهی‌ها با مدت یک تا سه ساله و فروش کمتر از قیمت اسمی کارکرد دارد.

این نماینده مجلس هشتم در بخش دیگری از سخنان خود با بیان اینکه تشکیل فراکسیون بازار سرمایه در مجلس نهم با حضور فعالان بازار سرمایه بسیار زیبا و خشنود کننده است، ادامه داد: اگر این کار در کمیسیون اقتصادی با همت چند نفر انجام می‌شد الان از طریق یک فراکسیون می‌تواند انجام شود، ما باید بازار سرمایه را بست و گسترش و عمق بدهیم که نیازمند خلاقیت و سازماندهی است.

مصباحی‌مقدم ادامه داد: بازار سرمایه بازاری جذاب با رونق و بدیل است و در حرکت تقاضا به سمت بازار سرمایه می‌تواند نقش موثری داشته باشد تا صرفا بازاری برای مبادله اوراق نباشد، بلکه در تامین مالی نقش مهمی داشته باشد.

وی در خاتمه به انتخابات دور دوم نمایندگان مجلس حوزه انتخابیه تهران اشاره کرد و گفت: امید است مجلس نهم در بحث مسائل اقتصادی قوی‌تر از مجلس هشتم حرکت کند.
